Background: Expanded newborn screening generates incidental results, notably carrier results. Yet newborn screening programmes typically restrict parental choice regarding receipt of this non-health serving genetic information. Healthcare providers play a key role in educating families or caring for screened infants and have strong beliefs about the management of incidental results. Methods: To inform policy on disclosure of infant sickle cell disorder (SCD) carrier results, a mixed-methods study of healthcare providers was conducted in Ontario, Canada, to understand attitudes regarding result management (...) using a cross-sectional survey (N = 1615) and semistructured interviews (N = 42). Results: Agreement to reasons favouring disclosure of SCD carrier results was high (65.1%–92.7%) and to reasons opposing disclosure was low (4.1%–18.1%). Genetics professionals expressed less support for arguments favouring disclosure (35.3%–78.8%), and more agreement with arguments opposing disclosure (15.7%–51.9%). A slim majority of genetics professionals (51.9%) agreed that a reason to avoid disclosure was the importance of allowing the child to decide to receive results. Qualitatively, there was a perceived “duty” to disclose, that if the clinician possessed the information, the clinician could not withhold it. Discussion: While a majority of respondents perceived a duty to disclose the incidental results of newborn screening, the policy implications of these attitudes are not obvious. In particular, policy must balance descriptive ethics (ie, what providers believe) and normative ethics (ie, what duty-based principles oblige), address dissenting opinion and consider the relevance of moral principles grounded in clinical obligations for public health initiatives. This paper considers the maturation of the American Catholic tradition of social and economic thought in the seminal period between 1920 and 1940, particularly as encapsulated in the work of John A. Ryan. While different social ethical models emerged in the American Church during this time, the dominant school of thought was the liberal tradition associated with Ryan. This tradition, which Ryan described as "true economic liberalism," forged American political liberalism and papal critiques of secular modernity into a new social (...) ethical theory which became the capstone of prewar Catholic progressivism. True economic liberalism first manifested itself in critiques of the Supreme Court's description of "freedom" in Adkins v. Children's Hospital (1923). It took positive form during the 1920s in the widespread Catholic embrace of industrial democracy as a moral alternative to laissez-faire capitalism It was during the 1930s, however, when the Church confronted the economic crisis of the Great Depression, that true economic liberalism became a more totalizing system of social thought. It was also during the 1930s that this theory revealed the difficulties Catholic liberals have had in defining their relationship to a market economy and the state. On one hand, true economic liberalism provoked the creative maturation of Catholic thought and established the Church as a leading progressive critic of capitalism. At the same time, true economic liberalism circumscribed the possible depths of the Catholic moral critique. American Catholics liberals were so committed to constructing a social ethic that upheld "the priceless goods of liberty, opportunity, and democracy," that they accepted a reformed capitalism, guarded and chastened by religion, as the most desirable outcome for a modern economy. As John P. Carroll revealingly wrote, "The remedy, then, for the social evils. . . does not lie in the destruction of the present social system. The way to clean a house is not to dynamite it." By accommodating the Church's social ethic to the ideals of American democracy, liberal Catholics rejected radical reforms in favor of moderate legislative schemes which one writer described in Commonweal as "sniping at capitalism." It was for this reason that so many Catholics fawningly embraced the New Deal and, indeed, found in Franklin Roosevelt the supreme advocate for the principles set forth in Pius XI’s 1931 Quadragesimo Anno. In a quantum mechanical two-slit experiment one can observe a single photon simultaneously as particle (measuring the path) and as wave (measuring the interference pattern) if the path and the interference pattern are measured in the sense of unsharp observables. These theoretical predictions are confirmed experimentally by a photon split-beam experiment using a modified Mach—Zehnder interferometer.

According to the causal interpretation of quantum mechanics, one can precisely define the state of an individual particle in a many-body system by its position, momentum, and spin. It is shown in the EPR spin experiment that the quantum torque brings about an instantaneous change in the state of one of the particles when the other undergoes a local interaction, but that such a transfer of “information” cannot be extracted by any experiment subject to the laws of quantum mechanics.

India has produced several drafts of data policies. In this work, they are referred to [1] JBNSCR 2018, [2] DPDPR 2018, [3] NSAI 2018, [4] RAITF 2018, [5] PDPB 2019, [6] PRAI 2021, [7] JPCR 2021, [8] IDAUP 2022, [9] IDABNUP 2022. All of them consider Artificial Intelligence (AI) a social problem solver at the societal level, let alone an incentive for economic growth. However, these policy drafts warn of the social disruptions caused by algorithms and encourage the careful use (...) of computational technologies in various social contexts. Hence, the emerging data society and its implications in India's social contexts demand immense social science attention, which needs to be improved in the policy drafts, primarily because they are creations of industry stakeholders, technocrats, bureaucrats, and experts from tech schools. In the larger social milieu of digital infrastructure emerging, the fundamental question is whether India's national philosophy envisioned in the Indian constitution is reflected in the policy papers. The paper enquires whether the national data policy upholds the core values dispersed through the philosophy of the Indian constitution, which, among other things, is not confined only to inclusion, diversity, rights, liberty, justice and equality. By focusing on constitutional values, the paper seeks to offer a broader and more critical understanding of India's approach to AI policy by bringing together analyses of a wide array of policy documents available in the public realm. The concept of joint action is at the core of numerous diverse research topics, including philosophical explorations of social action, studies of human dialogue, human-computer interaction, computer-supported collaborative work, multiagent systems, distributed artificial intelligence, distributed simulation, and contract law. It is therefore remarkable that so central a concept has received so little detailed analysis, in comparison with studies of individuals. However, in recent years, the study of joint action has begun to undergo more intense scrutiny, primarily from philosophers and researchers (...) in artificial intelligence. These two disciplines often address similar topics but with different motivations, methodologies, tools, and criteria for success. Although this paper is inspired by philosophical work, it is squarely motivated by the concerns of building intelligent systems that are capable of collaborative behavior, either with a user, or with other such systems. Still, we hope that the paper sheds light on philosophical issues, and treats the subject of joint action at a sufficiently precise level to be illuminating of problems that any philosophical account needs to confront. It was shown by de Broglie and Bohm that the concept of a deterministic particle trajectory is compatible with quantum mechanics. It is demonstrated by explicit construction that there exists another more general deterministic trajectory interpretation. The method exploits an internal angular degree of freedom that is implicit in the Schrödinger equation, in addition to the particle position. The de Broglie-Bohm model is recovered when the new theory is averaged over the internal freedom. The model exhibits a strong form of (...) entanglement which implies a primary role for the wavefunction of the Universe. One of the gains to be reckoned from the study of nomenclature in the sepulchral inscriptions of the early empire is the gradual abandonment of attempts to distinguish between slave and freeborn on the basis of personal name or cognomen alone, especially when this is of Latin derivation. Nevertheless, one still finds personal cognomina in undated inscriptions adduced as sole evidence for the origin or status of individuals below senatorial rank. Thus in a standard work on freedmen in the early (...) empire, recently reprinted, names such as Agilis, Amandus, Auctus, Communis, Donatus, Faustus, Felix, etc., are said to be commonly servile, but others such as Aquila, Bassus, Capito, Cams, Celer, Crescens, etc., are taken as ingenuous. The criteria used in making such a distinction are subjective and arbitrary and the statistics based on them are largely valueless. It is the purpose of this note to consider briefly on this question the evidence of the personal nomenclature of the Imperial slaves and freedmen. In this group, the Familia Caesaris, no problem of status arises, and the fact that the majority of their inscriptions can be dated, at least approximately, makes it possible to trace the chronological development of the use of cognomina ingenua by one important group of servile origin from the first to the early third century A.D. Moreover, such a development is useful evidence for change in the social structure of the early empire. (shrink)

In the course of a long life he rose from slave status under Tiberius to be head of the Imperial financial administration and to equestrian status under Vespasian. He was one of the most important, wealthy, and influential of the Imperial freedmen in the first century when their influence was at its peak; he is one of (...) the best documented of their number outside the pages of Tacitus; yet we do not know his personal name—he has to remain simply ‘the father of Claudius Etruscus’ —and even his nomen gentilicium and the date of his appointment to be the secretary a rationibus are subject to disput.
